In addition to being an attorney, Franklin J. Rooks Jr. is also a licensed physical therapist. Mr. Rooks concentrates his legal practice on labor and employment matters, health law, and false claims actions. He has a particular interest in employment disability discrimination relating to the Americans with Disabilities Act, and its state law counterparts. Mr. Rooks also focuses on Medicare compliance, medical provider insurance billing issues, and Stark Law/Anti-kickback compliance. Mr. Rooks began a career in physical therapy, graduating from the Philadelphia College of Pharmacy & Science (now the University of Sciences in Philadelphia) with Master of Physical Therapy Degree. He also earned a Master’s Degree in Business Administration (MBA) from Drexel University in Philadelphia, Pennsylvania. Prior to entering the legal profession, Mr. Rooks cofounded a chain of physical therapy clinics, which were subsequently sold to a private equity firm. While practicing law, Mr. Rooks started a chain of occupational medicine/urgent care clinics, which too were sold to a private equity firm. Much of Mr. Rooks’ expertise in healthcare has been derived from his considerable experience in medical billing. He has served as a consultant to private equity firms by assisting them with acquisition-related due diligence of the billing operations for healthcare entities. Mr. Rooks’ experience as a physical therapist and business owner compliments his practice of law. Mr. Rooks has published numerous articles on medical billing, medical practice management, and healthcare fraud. His writings have appeared in the Journal of Medical Practice Management, Physicians News Digest, Impact Magazine of the American Physical Therapy Association, Advance Magazine for Physical Therapy & Rehab Medicine, and the insurance trade industry fraud alert periodical Special Investigative Units Today. Mr. Rooks is also on the Editorial Board for Billing & Coding Advantage Magazine.
